COUNCILLORS have demanded a pedestrian crossing is built to improve road safety for book borrowers before Cardigan Library is moved to a new site.
The county council wants to move the library from Canolfan Teifi to its district office on the corner of Morgan Street and Priory Street.
Officers had recommended the plans be approved, but members of the planning committee refused to grant permission until the highways department confirmed that at least one pedestrian crossing could be created near the busy junction.
Cllr John Adams-Lewis said: “The major point I would have is that I would like an assurance that there would be a crossing here.”
“It is a dangerous place. Someone will be hit and killed there — this is a serious issue.”
Cllr Catrin Miles said she also had concerns about a lack of parking provision for disabled people.
Officers told members that highways issues were outside the remit of the committee.
But councillors voted 15-0 in favour of deferring the application until next month’s planning meeting while officers discuss the possibility of a pedestrian crossing with the highways department.
A petition to keep the library at its current home has been signed by more than 1,000 signatures.
