Community council

THE council met on 5 September to discuss the correspondence and matters raised by the community.

In matters arising from the previous meeting, the county council responded by refusing a site meeting to discuss the speed limit on Church Street because a review of county-wide speed limits is scheduled to take place in 2019 and Church Street will be included if resources permit.

Elin Jones AM replied to say that she had passed on the letter asking for pedestrian crossings on the A487 to the Cabinet minister and that she would be happy to meet with the community council once she has received a reply from the minister.

The memorial hall committee replied to thank the council for the offer of assistance with the cost of refurbishing the front of the hall.

They said they would consider the offer when the current work on the hall roof is complete.

The clerk distributed draft copies of the standing orders and of a Welsh-language policy. These are to be discussed at the next meeting when members have had time to look at the draft copies.

An independent panel set up by the Welsh Government has been consulting on the future of town and community councils in Wales.

The panel recently published an outline of their findings and recommendations. The clerk distributed a summary of this document for information.

Consultations being held by the county council on the licensing conditions of homebred dogs and on the draft Rights of Way Improvement Plan were both noted.

Also, notice of the new telephone number for the social care out-of-hours service in an emergency was received and it has been posted on the village noticeboard.

The second instalment of the 2018/19 precept had been received, as well as a notice of completion of the 2017/18 audit from and from external auditor Grant Thornton.

The report on the audit concluded that the information in the annual return was in accordance with proper practices and that all the relevant legislation and regulatory requirements had been met.

From the community, concern was raised about the speed of vehicles travelling on the A487 past the turning for Llanddeiniol.

The council will write to the appropriate trunk road authority asking them to consider installing new signs at this point to encourage vehicles to slow down.

The next meeting is on Monday, 15 October, at 7.30pm in the Memorial Hall.
