Backbench Ceredigion councillors still aren’t being told how a restructured music service will be run, a councillor has insisted.
Ceredig Davies, the leader of the Welsh Lib Dems on the council, has hit out at council chiefs, saying that an updated report to the Learning Communities Scrutiny Committee is “totally deficient” and doesn’t provide adequate information.
While there has been criticism of the proposals to reorganise the music service, which are likely to see significant funding cuts, Cabinet members had ruled that councillors should have no say on the changes as it was considered an “operational” matter and for officers to decide.
But Cllr Davies said a pledge to keep councillors informed about how the service would work in the future didn’t seem to be being kept either considering the report that will go before the scrutiny committee on Wednesday, 17 July.
He said: “Advance papers for the committee acknowledge the Cabinet decision on 21 May to ignore the recommendations of the previous scrutiny committee, recommendations that would have seen more councillor and service user participation in any music reorganisation.
“The only recommendation that appears to be partially enacted upon is the one to keep members of the scrutiny committee informed throughout this process.
“If the advanced papers are the total sum of the information placed before scrutiny, then that information is totally deficient in the essential detail on how the revised service will operate.”
Cllr Davies has been critical of the proposed service changes, insisting that no information had been provided about how savings would be made in the music service, and said that had now been accepted by council leader Ellen ap Gwynn.
