Plans to formalise double yellow lines on a section of Maes Arthur in Aberystwyth are set to be approved despite objections.

Ceredigion County Council wants to introduce a new prohibition of waiting on the road, a report to be put before Cabinet members on Tuesday outlines.

The report said: “Double yellow lines were previously installed by the owner, Barcud, since they were a Planning Condition, to protect access along a narrow section of what is currently privately owned road to new residential development constructed in recent years at the site of Aberystwyth Football Club.

“However, there was no new Traffic Regulation Order to support the double yellow lines.

“During construction, a TRO for the installation of the double yellow lines was unfortunately not progressed and Barcud are now seeking to rectify this omission.

“The proposed TRO therefore formalises the existing double yellow lines on this section of Maes Arthur, there is no proposal to extend them.

“Barcud is meeting all costs.

“The Council has previously received correspondence from members of the public and the Territorial Army, whose premises are on Maes Arthur, complaining about parking on the existing double yellow lines, which are currently not legally enforceable since there is no TRO in place.

“These complaints included reports of vehicles being parked for days on end obstructing access for deliveries and refuse collection along a section of road that is only just over five metres wide at its narrowest point.”

The report says that consultations have been completed and three objections were received.

“It is recommended that these objections be over-ruled since the Council must prioritise access along what will be a section of public highway, including for the emergency services, over convenience and that The Prohibition of Parking was also a Planning Condition,” the council report said.

“Parking is available at the flats, and at the nearby pay and display carpark on Boulevard Sant Brieuc, so it would seem that those parking on this section of Maes Arthur are doing so to avoid parking charges,” the report added.

Cabinet members are recommended to approve the new traffic regulation order.
