The First Minister seems not to understand the sequence of traffic lights. The order is red, red and amber, green, amber, then back to red.

Amber alone is a precursor to Stop. If he wants a colour indicating ‘get ready to go’ then he needs red and amber. His advice re: coronavirus is actually the exact opposite of what he presumably thinks he is saying.
