The letters in last week’s Cambrian News about brown bins prompted me to put forward this observation.

When it was first announced, that next year we would have to pay for collections, I assumed that it would be in April 2017, the beginning of the financial year.

Surprise, surprise, it was slipped in for January. We have all paid for services up to next April.
