GREAT disappointment was voiced after reading an email Cllr Eryl Jones-Williams had sent to the clerk stating that he was withdrawing the apology he made at the last meeting of the council when Meinir Thomas was present to discuss re-establishing the youth club.
No explanation was given by Cllr Jones Williams why he had withdrawn this apology.
Councillors gave their support to an application to build an external wall with cream rendering at 38 Llwyn Ynn in Talybont. But members questioned why planning permission is needed to carry out this sort of work.
In the absence of Cllr Steffan Chambers, the clerk reported that she had received a report from him from the Dyffryn Ardudwy and Talybont Improvements Group.
Significant developments had been made since the last meeting in regards to the youth club, and that the club had a cake stall in the village to raise money and £255 was raised.
They also held a small raffle in the christening party of Ela, Erin and Ruby in May and that £66 more had been collected.
A public meeting to try and establish a committee with the date to be confirmed.
An Improvements Group meeting had been held in May in the church hall and there were plans to try and get a public meeting and extend an invitation to all the Dyffryn and Talybont community groups so as to establish a forum to share ideas and give support etc.
The date for the meeting is to be confirmed within the next few weeks and he will be consulting with the council once the date has been confirmed.
Inspections of the area’s bus shelters cemeteries and parks showed there was a huge problem with dog mess in the cemetery.
The chairman reported that he was told by the grass cutter that dog mess was thick in the cemetery and the members were very sad that this sort of thing was happening in a place like this and the clerk reported that she had been given signs regarding banning dogs so as to place on both gates and it was also agreed to keep and eye on the situation.
The council received a letter from Gwynedd Council’s Highways Department with an agreement regarding the public toilets and asking the council to sign both copies and return one back. It was agreed that the chairman signed the agreement on behalf of the council.
The treasurer reported further that she had been to see the Internal Auditor and that she had received a good report and that all the books were in order and the account correct apart from the fact that the Internal Auditor had drawn attention to the fact that new Standing Orders and Financial Regulations are needed as the ones the council have are out of date.
It was agreed to put this matter on next month’s agenda. It was agreed to ask the Highways Department in Caernarfon for them to change parking outside the post office as a matter of urgency.
Cllr Michael Tregenza stated that the equipment in the old play park was dangerous and on the suggestion of Cllr Eryl Jones-Williams it was agreed to take down the equipment as soon as possible. It was also agreed to place a notice up stating that the council had done this as the equipment was not up to health and safety regulations. It was agreed to ask Cllr Edward Griffith to take out the pieces of wood sculptures that are in the old play park and also the one by the Talybont toilets as they had all rotted and dangerous.
