Planning applications – Change of use of part of existing camping site (16 pitches) to touring caravan site (10 pitches) and extend opening season of existing touring caravan site from eight to nine months. Touring Caravan Site, Dyffryn Seaside Estate, Dyffryn Ardudwy (NP5/58/81X)
The members were of the opinion that this would help the economy of the area during winter months.

Budget Plan – It was reported that the council had spent £41,583.90 since the start of the new financial year and this was £1,674.10 less expenditure than what was earmarked in the budget for the year. The clerk distributed copies of the council’s buisness plan for the year 2018/19 to every member present who went through the plan. It was agreed to adopt this plan for the coming year.
Football Field – In the absence of Cllr Steffan Chambers the clerk reported that she had been informed by him that the field had been rolled by Hefin and Cai Edwards and that the club was grateful to them for carrying out this work and also to Huws Gray for donating a big bag of sand free of charge. They are hoping to restart training sessions during the second week of this month but a meeting of the committee will be held before then as some matters need discussing.
A curry and quiz night was held in the church hall on Friday to raise money for the football club and cancer research. Thanks to the council for the financial donation of £500 received recently.
Defibrillator – The vice chairman and the clerk met Tomos Hughes from the Welsh Ambulance Trust in Talybont and the defibrillator is in place. The clerk reported she had contacted the insurance company and had put the two defibrillators on the council’s insurance. It was agreed to ask Tomos Hughes to give members some training at the next meeting of the council, on 1 May at 7pm.
It was agreed to donate £50 towards the defibrillators.
Harlech & Ardudwy Leisure – The clerk said she had received an e-mail from Chris Hulse asking for the first payment of the precept proposal to be paid by 10 April. She also said she had received an invoice asking for the first payment of £5,017.20 and it was agreed to pay this month.
Correspondence was received from Gwynedd Council stating that Ffordd y Llan will be closed from 9 April onwards to enable access to an underground structure and to enable the re-connection of BT cabling and it is anticipated that the work will be completed within five days.
Snowdonia National Park sent a letter and documents regarding the revised Eryri Local Development Plan 2016-2031 and asking if council had any comments to make. The chairman agreed to look over the documents.
Gwynedd Council Highways Department replied to some matters raised at a recent meeting of the council. The highways inspector has arranged with the workforce to inspect the drains that are along the roadside betwen Bro Enddwyn estate and Bron Foel. The condition of the road from Bron Foel Ganol to Talffynhonnau has been inspected by the highways inspector and he was of the opinion that is was in an acceptable condition. Also stating that they do not inspect as far as Talffynhonnau because this road is a green lane.
The council’s concern regarding the work near Morwylfa had been forwarded to Colin Jones, highways enforcement inspector and it was reported that this work had now been completed. Also a letter had been sent to the owner of the wall where the ivy has overgrown between Noddfa and the entrance to Rowen asking them to cut it back.
