A Pontrhydfendigaid man has called on Ceredigion County Council to do more to help blind and partially sighted people struggling with refuse.

Ieuan Davies, who is registered blind, says he struggles to put refuse in plastic bags, including recycling, and is calling for Ceredigion council to provide wheelie bins.

He has questioned whether the council is breaching the Disability Discrimination Act and has written to council chief executive Eifion Evans calling for action.

Mr Davies said that while blind or partially sighted people with partners would be able to put items in bags, it was more difficult for him as he lives alone. He said that the council has not taken his concerns seriously.

In a letter to Mr Evans, Mr Davies said he was “not getting anywhere” despite speaking to a council officer.

He said: “I mentioned to her how difficult it is when you have lost your sight to use plastic bags, in every possible way. And the plastic has to be recycled again and it’s not good for operators to have to lift them. It is ergonomically unfriendly to the operator’s body.

“I wonder, what’s the record regarding sick days off because of this state of affairs?”

A council spokesperson said: “It would be inappropriate to comment on individual cases.

“However, the council’s waste service is always looking at ways of supporting members of the public in appropriate and reasonable ways.

“This will ensure that the services provided are as convenient and accessible as possible which will help promote positive waste management behaviours.”
