The 37-year-old pleaded guilty to driving with benzoylecgonine – the major metabolite of cocaine – in his system on the A487 at Dinas Cross, Pembrokeshire on 27 February this year.
Phillips was disaqulified from driving for 16 months and fined £380.
He must also pay £85 in prosecution
osts and a £152 surcharge to fund victim services.
