Dyfed-Powys Police had received reports of a lorry driving recklessly through Llanddewi Brefi shortly before 11am on Monday.
The 44-tonne vehicle collided with a car and hedges before becoming stuck on an unclassified road - known locally as Hostel Road - blocking it completely.
The driver was arrested with the help of local residents who stayed with him while officers made their way to the scene.
The road was closed until around 4pm yesterday.
