It was reported in the Cambrian News on 19 August that planning permission for the change of use for the upstairs of a garage had been refused with phosphate levels in the Afon Teifi part of the reason. I too have recently come across this strange reason to use to reject a planning application.

I put in a pre-application advice enquiry concerning the building of a single garage in my garden.The conclusion of this advice enquiry was that I would have to apply for planning as the proposed location in my garden was in front of the building line which I accept. But the local planning authority would not support the development because of the high levels of phosphates in the Teifi SAC!

I cannot get my head around how the converting of the upstairs of a garage or the building of a new single garage would affect the phosphate levels in the Teifi or am I missing something!

My application would also not be supported until the waste water treatment plant (which I think they mean serves our village ) serving the site is upgraded. Excuse me! What on earth has a new garage got to do with upgrading a waste water plant?

I could go on and on concerning all the ridiculous hoops you have to go through to get planning from this council.

The final crazy point is that if I decided to move the location so the garage would be behind the building line I could go ahead without all of this c**p because it would be covered by permitted development rules.
