PLANS for a block of flats in the heart of Llanbadarn village are “overbearing” and an “invasion of privacy”, local residents have warned.

A plan to build a three-storey building containing six two-bedroom flats on land at Yr Hen Stabl off Heol Iwan in the village has been submitted to Ceredigion council by developers, but has attracted more than a dozen objections from residents.

Neighbours said they have a “considerable number of concerns” over the proposals, to do with access, privacy, parking, and road safety.

Ward councillor Gareth Davies said the village “does not have the infrastructure to cope with additional developments” and objected to the scheme.

“The development is totally out of character with the residential area,” he said.

“Traffic and parking is a major problem on this narrow road and in the area generally.”

Planning documents submitted by Ellis Developments show that the site, if given the go ahead, will be 67 per cent affordable homes, and used to “off-set” the affordable home requirement of the scheme they are developing on the marina.

One resident objection said: “A building of that size, in that location, would intrude on our privacy, completely overlooking the house and garden.

“There would be nowhere that the flats wouldn’t overlook.

“The parking in the centre of Llanbadarn Fawr is already a huge problem.

“This is whole application seems to have been put together with absolutely no thought for anyone who already lives here, it seems that as much as possible has been thrown at this large garden to make as much profit as possible.

“It is so frustrating for everyone who would be very affected.”

Llanbadarn Fawr Community Council has also objected to the scheme, saying it is “not in keeping” with the “historic village”.

“Traffic is a constant problem in Llanbadarn Fawr especially near the two roundabouts – with more traffic from this development it would only intensify the problem,” the council added.

“The invasion of privacy of the neighbouring properties would be grossly affected.”

A developers’ planning statement says its “ambition is to deliver high-quality residential apartments within walking distance of a sustainable location in the form of an identified Urban Service Centre, whilst ensuring the proposed scheme remains coherent with the existing built form throughout Llanbadarn Fawr itself.”

“The proposed scheme has been designed with regards to the general amenity of the neighbouring residential properties,” documents said.

“Given the scope of the proposal, the scheme is considered to make effective use of the land by delivering quality residential development to meet an identified housing need.”

Documents claim that “informal pre-planning meetings” with Ceredigion council saw the council “verbally confirm” the application would be “welcomed”.
