A CHRONICALLY disabled man from Tywyn has been left “effectively housebound” after access to his house became impassable.

Jeffrey Rowlands, 52, is confined to an electric wheelchair, but is no longer able to get out his home due to the “diabolical” state of the car park behind the property where he lives.

The Cae Bach car park, which is owned by Cartrefi Cymunedol Gwynedd, is located between Faenol Avenue and the A493.

Jeffrey, who requires full-time care following a complication with a childhood illness, used to be able to leave his home via an access ramp at the back of the house.

However, the car park is now “full of deep potholes, closely spaced together” which make it imp­ossible for carers to manoeuvre the electric chair the short distance between the property and his wheelchair accessible car.

Janet Rowlands, Jeffrey’s sister and appointee, owns the house where her brother lives and has been trying to resolve the issue for the last two years, with the help of local councillor, Mark Kendall.

“It’s outrageous, my brother just isn’t able to out of the house anymore,” she told the Cambrian News.

“It’s too dangerous to leave the house with Jeffrey, if his chair hits one of those big potholes then he might tip out or damage his chair.

“We’re the only house on the street where we’re still the original tenants, Jeffrey has lived there all his life and it’s awful to see him stuck like he is.”

However, following discussions with the town council, it became apparent that the car park does not belong to the council after it transferred it to Cartrefi Cymunedol Gwynedd, a housing association, in recent years.

“We pay hundreds of pounds to rent garages on the car park, but the surface is diabolical, it’s imp­assable for a electric wheelchair.

“Buses and delivery lorries use the car park and it’s making the potholes much worse – in the last year it’s become really terrible, especially with the heavy rain.

“It’s gone on long enough, we need to get the car park fixed.”

A spokesperson for Cartrefi Cymunedol Gwynedd said: “Following a visit by two of our officers earlier this week, temporary repairs will be made to the Cae Bach car park whilst CCG considers further options.”
