High winds and heavy rain have caused the river Mawddach to breach near Penmaenpool, leading North Wales Police to close the A496 between Barmouth and Dolgellau.
A spokesperson for North Wales Police said: "We’re advising all motorists to only travel if necessary as weather conditions worsen across North Wales."
Heavy winds are expected to continue throughout the day with gusts of 93mph reported on the Llyn Peninsula.
Several rail and bus services across mid and north Wales with an amber weather warning in place for all of the country until 6pm this evening.
Speaking on flooding issues, Richard Preece, from Natural Resources Wales said: "We have received several reports of flooding across communities in north Wales, and our thoughts are with those who have been affected.
"With the incredibly strong winds and intense rainfall, Storm Ciara is causing dangerous conditions along our coastline, and causing river levels to rise quickly.
"Our staff have been monitoring forecasts, river and sea levels around the clock, and teams have been out at vulnerable areas doing everything they can to reduce the risk to people.
"Flood warnings and alerts will continue to be issued and we urge people to keep themselves safe, to stay clear of seafronts and river banks, and to follow the advice of the emergency services at all times.”
