AN Aberystwyth councillor has accused the council of failing in its “duty of care” after claiming bottle banks in the castle grounds are still not being emptied regularly.
The row over the glass recycling bins at Aberystwyth castle grounds, which are often seen surrounded by glass bottles when residents who make the journey to dispose of their glass are faced with full bins, has already seen two U-turns from Ceredigion County Council.
In November, council chiefs announced plans to relocate the bins to Maes Rheidol, Trefechan. But a U-turn swiftly followed, with the promise to keep the bins where they are, but the introduction of smaller bins in order to allow easier access for collection vehicles.
And then in January, the council said the two bins would actually remain as they are, but with a change to the “method of servicing” them.

Staff at stretched Bronglais A&E praised as concerns over corridor care persistBut Cllr Martin Shewring has claimed the problem of overflowing bins at the site, which is near to the children’s play area, has not abated and accused the council of having “too many excuses”.
“Ceredigion County Council is not carrying out its duty of care by not having regular collections. If they were regularly emptied, this situation would not occur," Cllr Shewring told the Cambrian News this week.
A Ceredigion council spokesperson said: “The glass banks in the castle grounds are emptied at least once a week or as soon as we know that they are full. Alternative locations for the banks have been considered but the Castle site is the one preferred by Aberystwyth Town Council.
“There are no proposals at the moment to move the banks and the situation will continue to be monitored.”
