Madam,
I have had two letters printed highlighting the dangerous practice of uninsured cyclists riding on pavements and up one-way streets, generally without lights and warning devices. The last letter I wrote invited some input from councillors, the police, health and safety and the Police Commissioner, without any discernible response whatsoever being shown.
The 1999 Highways Act is quite clear in regard to this law. The contravention of which is punishable by a fixed penalty of £30 rising to £100 for the most serious violations. The failure to implement this law has resulted in a whole generation of cyclists seemingly unaware that such a law exists.
Bearing in mind this problem is nationwide, it would appear that the turning a blind eye has emanated from the highest authority. As there is clearly more money to be made from motorists than cyclists.
I can’t help wondering which of the aforementioned agencies entrusted with our care and safety will take responsibility if a serious accident ever occurs on a pavement.
