Community council
THE council meeting was held on 5 September after a summer break.
The community council discussed the controversial application, NP5/63/63Ffor the proposed new buildings for a fallen stock collection facility at the Kennels site near Salem Chapel. Ed Bailey of Bailey and Partners made a presentation to the council on behalf of Cyfeillion Cwm Nantcol and another client.
The community council voted to object to the application for the following reasons:
• The applicants intend to collect animals from a catchment area of up to 40 miles. This is an industrial undertaking and should be sited on an industrial estate not in National Park countryside that is next to an iconic listed building. The site is unsuitable due to its proximity to a dwelling, ancient woodlands and protected landscapes.
• There are errors in the application which give a misleading impression of the proposed development. • The site’s current permitted use is as kennels for hunting dogs. Planning consent was given in 2005 for a small incinerator and stores for animal remains and meat for feeding the dogs. It has never been a centre for collecting dead animals.
• Concern about odour problems that may arise from the proposed development and possible odour problems from the average of 10 vehicles that will deliver and collect animal carcasses to the site.
• Not enough definite information is included in the application about.
• Controlling odours and vermin
• Managing and disposing of effluent.
• The impact the development will have on sites of special conservation interest.
The council decided to support in full the conversion of a derelict building at Tal Garreg into an annex (NP5/62/411)
The council decided to support in principal an application to convert a farm building into a holiday let at Graig Isa, Cwm Nantcol (NP5/62/408). However, comments were submitted about the need to retain as much of the traditional stone work and original appearance of the building as possible.
There has been no news about the development and sale of Moriah Chapel. Also it seems that the proposed new access road planning application will be discussed in the December meeting of the National Park (and not the October meeting as first stated).
The Llwybrau Llanbedr Footpaths project’s plans are making good progress and a new information board has been erected at Coed Crafnant. Plans for an open day in late October to walk the paths, provide more information about the project, and discuss he way forward are being developed. Yet again it has been a busy summer in Llanbedr. This is good for the village businesses and it is good to welcome two new enterprises: the cafe at the Wenallt has re opened and a craft shop – Celyn has opened at the old Butchers shop.
But not so good news for traffic and for pedestrians on the road. There will be no improvements according to Cyngor Gwynedd, unless it is incorporated within the new proposed access road. The community council will however try again for 20-mile per hour speed limits through the village.
Pont Llanbedr (the bridge over the river) has taken it’s fair share of knocks from lorries again this year and some stones have moved.
The bridge has apparently undergone safety checks by Gwynedd Council and no problems have been reported to the Community Council.
Llanbedr will be welcoming our friends from Huchenfeld on 20 to 23 September. A programme of events for that weekend (which is also the Beer Festival weekend), has been developed by the new Gr?p Llanbedr Huchenfeld.
The visitors will be visiting the Ysgol Feithrin, the Primary School, the Beer Festival, a church service at St Peters Church on Sunday morning and an open afternoon in the village hall on Sunday afternoon between 2.30pm and 5pm.
Local craft workers and groups and community organisations will be present to show what they do and meet the Germans.
Light refreshments will be available here will also be live music at the Open Afternoon and all are welcome to attend, especially local people who have visited Huchenfeld on twinning trips.
