THE licensee of a Lampeter pub has been fined £2,750 after admitting a string of failing to meet licensing requirements at the pub.

David Andrew Lippiat, 54, is the premises licence holder of the Kings Head and pleaded guilty to failing to comply with licensing requirements including not providing CCTV footage, failing to display a notice about the pub’s drug policy and failing to display notices showing where children are permitted in the process.

Lippiat, of Henrhiw Farm, Monkswood in Usk, pleaded guilty to four charges of knowingly allowing an unauthorised licensable activity to take place, as well as three charges of failing to hold and produce the premises licence when required.

Magistrates in Llanelli heard that officers had discovered that the pub had no notice outlining the drug policy at the pub. There was also no notice outside the Kings Head explaining the conditions for children to be allowed in the premises or a notice saying where children were permitted, and CCTV footage, which should have been available on request from a police officer, was also not available.

Lippiat had also failed to produce the premises licence, failing to ensure a copy of the licence was kept at the pub and failed to ensure there was a summary of the licence on display.

He pleaded guilty to all charges with magistrates imposing a fine for the seven charges of £2,750. Costs were also imposed totalling £135.
