PLANS for the £40.5m Aberystwyth Innovation and Enterprise Campus near Penrhyncoch have been submitted to Ceredigion County Council.
But the plans do not include the widening of a vital access road servicing the campus and Penrhyncoch from the A4159 crossroads, where a narrow pinch point allows only one direction of traffic to pass at a time.
The plans, which feature a bio-refining centre, future food centre, analytical science laboratories and a seed processing and bio-bank facility, have been submitted jointly by Aberystwyth University and AIEC Ltd.
The full application comes following a public consultation event at Penrhyncoch Village Hall in October, where residents had an opportunity to look at and have their say on the proposed improvements to the university’s IBERS campus at Gogerddan.
The pinch point was by far the biggest concern raised by residents, councillors and local business owners at the event, with AIEC project director Huw Watkins telling the Cambrian News that highway improvements would be discussed with the council.
Other concerns raised at the meeting included the need for a speed limit along the road bisecting the campus — the C1010 — lower than the current 40mph limit.
But while plans include a 20mph speed limit through the campus, the planning statement says that Aberystwyth University, as land owner, would work with the county council “independently of this planning application” to address the highway concerns.
The statement claims the university would “consider providing the necessary land” for highway improvements at the pinch point “as a wider community benefit”.
