A GRAFFITI vandal dubbed the Rainman and vehicles left in a layby are spoiling one of the main roads into Aberystwyth, it was claimed this week.

Bus shelters and road signs at the top of Penglais Hill have been daubed with the word Rain. And a large white van with an ‘Anka Metal Coatings’ sign on the side has been parked in the layby at the top of Penglais Hill for months with no sign of movement. But the county council said this week that motorists can park their vehicles in a layby for as long as they like, while campervans have been banned from spending just one night on the promenade.

A Ceredigion County Council spokesperson said: “There are currently no restrictions on parking in the layby. Motorists are therefore free to park there on a first-come, first-served basis, for as long as they want to provide the vehicle is legally roadworthy and not causing an obstruction.”
