THE joint health and social care scheme planned for Tregaron could leave the county council with a host of problems, a report has found.

The authority’s audit committee was presented with the risk register which said that Mid Wales Housing Association, the social registered landlord that will operate the housing part of the Cylch Caron scheme, had raised issues over utilities, road development and legal restrictions on the use of the building.

There are also concerns about the future of the scheme if MWHA can’t provide a bond required as part of the scheme.

The register said: “The main consequences for the council are reputational, political, financial and poorer service delivery for citizens of the county.

“This could lead to poor regulatory reports, intervention as well as a reduction in budget.

“Failure to deliver this major project has the potential to not achieve the council strategies, to risk partnership work with health and other key stakeholders in developing future projects which would impact on the economy and citizens of Ceredigion.”

There is a warning that the issues raised by MWHA could have a financial impact on the council.

The register said: “The level of risk to the authority has increased as a result of queries emanating from MWHA over legal and technical issues raised from the tender documents. Main issues highlighted are in relation to utilities, road development and adoption and legal restriction within the agreement on the use of the building."
