With all the concerns raised about the Machynlleth bypass, may I suggest a radical suggestion which could be a much simpler solution. Lower the road under the bridge so that the highest unladen vehicles can pass under for most times of the year. Install an adequate pump to bring down levels quickly. After all how many times is this area flooded? A pump could be tried before any roadworks were started. When I worked at Llanbedr Airfield, a pump worked adequately with the very long duct that ran from the boiler house through one hangar across a road and across another. All this on a flood plain.
