I write in the hope that we in Aberystwyth are not about to experience Cylch Caron II at Plas Morolwg.
I accept there is a place for extra-care housing in the range of services for older adults, but this is too important a decision to be made on the basis of the quality of the current planning application submitted on behalf of Wales and West Housing.
The planning statement contains factual inaccuracies, eg in relation to siting the bus station next to the Fire Station and delivering a second road crossing over the Rheidol directly linking the marina with South Prom.
The access arrangements to the site were not considered in terms of people who require extra-care housing.
Instead the planners deduced that, as there were no objections raised in the original application, for ‘regular’ housing, everything would be OK.
In fact using the planners’ own information, the driveway will be in contravention of British Standards with regards to maximum gradients and virtually impossible for wheelchairs to negotiate.
Some flats overlooking the steepest gradient will have balconies and, risking falls, it is proposed that external lights be dimmed to not disturb the bats. A new stretch of pavement will adjoin the existing one, without regard to the fact that it doesn’t go all the way to the junction with Penparcau Road.
There is no recognition of the fact that people with mobility problems and no transport will be effectively marooned in the new complex. Add in the winter winds and storms and for some Plas Morolwg may seem more like solitary confinement.
