My parents bought a home in the beautiful village of Goginan 28 years ago as their retirement home. Unfortunately my father died four years later and their dreams were never fulfilled. The property has never been let out as holiday accommodation but has been used regularly by my mother and my family ever since.

Since the introduction of laws prohibiting our use of the property we have not been able to visit in order to maintain the quite extensive gardens.

My point is that one of the “exemptions” for non-payment of council tax is restriction of occupancy by law. Surely it would be a gesture on the part of Ceredigion local authority to remove the 25 per cent additional premium placed on owners of second homes whilst this law remains in place?

My mother has been in a care home since July last year suffering from Alzheimer’s and I want to maintain the property even though it may eventually have to be sold to pay her fees at the home.
