Dolgellau had chances to increase their lead before the break, although Cefn also threatened in an entertaining first half.
The hosts came out strongly after the interval and turned the match around with two quick goals from Kien Morris and Thomas Broadhurst after Dolgellau switched off defensively.
Dolgellau battled back and drew level when Rob Evans combined well with Osian Morris before firing an unstoppable effort into the top corner. However, Cefn regained the lead on 80 minutes through Kien Morris.
The visitors refused to give in and appeared to have earned a point when Cynan Roberts delivered a superb cross for Williams, who headed across goal and into the far corner with two minutes remaining.
Yet there was one final twist as Kai Morris struck from a late corner in stoppage time.
